PokéBase - Pokémon Q&A

I mean the glitch where there's always a specific form of a Pokemon, even if there's a different form on the map (Ex. Stretchy Tatsugiri shows on the map but the form that appears in the outbreak is Curly). Specific things I want to know is if Pokemon with gender differences (like Combee) or Pokemon that have multiple forms when they evolve (like if an outbreak Dunsparce can evolve into 3 segment) are affected, but I still want to know everything else.

That's not a glitch. That's an oversight.

Some Pokemon only appear in one form for outbreaks. The map icon rolls with different criteria than the Pokémon in the outbreak.

Gender still presents in typical fashion.

Dunsparce can meet the criteria for either evolution type (this one I have experienced myself).
