Why does the electric bulletin board NEVER say "There's an outbreak on Route 8"?

No matter how many times I turn off the game, or how many days I've been doing this for, the electric bulletin board never says that there is an outbreak on route 8. I have every other outbreak pokemon, but this one doesn't want to happen. Any ideas?

During winter, the monitor may occasionally not report on outbreaks, which is due to parts of Route 8, where Croagunk can be found, becoming frozen during Winter and not allowing the Pokémon to be caught there.
