I obtained a Hisuian Qwilfish by breeding my Ditto with one owned by a hacker in multiplayer, but when I levelled it up after using Barb Barrage 20 times (which the evolution method was changed to due to the removal of strong style), it didn't evolve. Growlithe, Voltorb, Zorua and Basculin are all evolving just fine, so why isn't Qwilfish?

Hisuian Qwilfish, Stantler, and Ursaring's evolution requirements, as well as Scyther's evolution into Kleavor are all programmed into Pokémon Scarlet and Violet and are even affected by the Eviolite item. However, the methods are turned off, preventing the Pokémon from evolving. Hisuian Qwilfish is programmed to evolve into Overqwil when leveling up after using Barb Barrage 20 times.

So, that could be the reason why your Hisuian Qwilfish isn't evolving... :/
If the methods are turned off, isn't that the answer? I knew Stantler couldn't evolve into Wyrdeer even though it's found in Paldea.

Got ahold of one for testing. When leveling up, it has a flag disabled. Compared to Primeape evolving into Annihilape, there is a similar flag enabled. A lot of moves seem to track their use.

Since it's still there, it's probably as simple as activating it during an update. Funnily enough, stantler and regular Qwilfish have counters as well.

With the link shared by Mare the H. Zoroark, I think we can assume they're just going to activate the flag during a later update, and there's probably no way to bypass this at this time.

Something I'm going to try later, though, is the rare candy at level 100 method since it forces a check as well.

If it works, I'll update my answer (sorry. My state is having blackouts so I had to cut things short).

I tried your Rare Candy idea, and nope, still not evolving. Guess i'll just use him with an Eviolite until Pokémon Home support comes out.
