Their are only 3 move tutors in BD/SP.
The first is the Move relearner in Pastoria City, bring him a Heart Scale and he'll relearn a move for you. After 10 he'll do it for free.
Next is the Ultimate Move Tutor on Route 228, near the bottom in a house on the otherside of a lake. He'll teach any Fully evolved starter Frenzy Plant, Blast Burn, or Hydro Cannon.
Finally is the Draco Meteor Tutor in the north corner of Route 210, who will teach Dragon type Pokemon Draco Meteor.
