Where is the earliest place you can get a Togepi in BD/SP?

I haven't got BD/SP yet, but I'd definitely use a Togekiss in my playthrough. Just wondering though, when is the earliest you can find a Togepi?

Probably in the grand underground.

Togepi can be found in one of two environments in the Grand Underground of Pokémon Brilliant Diamond and Shining Pearl: the Dazzling Cave and the Fountainspring Cave. In both caves, Togepi has about a 10% chance to spawn every time players enter either one.
