Are Dittos Never in Promo Packs?

Question

So: I went on the Official Pokemon Site (Https://Pokemon.com/es for Spanish and for English Https://Pokemon.com (I didn't see the packs in English only in Spanish) and I saw that SOMETIMES Cards are Dittos, you can know with the Ditto icon in the card, you peel off the 1st Layer (top layer btw) and I saw all my cards and none were Ditto so I asked this question, and if you ask: I got the cards in the Vstar Dragonite Premier Ball Deck Holder Promo Pack I got for Christmas.
Edit: I saw a Question that (kinda) helps (the Pokemon that can be Ditto are: Numel, Spinarak and Bidoof), but still I don’t know if the, let's say, "other half" isn't answered yet.
Edit 2: The Vstar Dragonite Premier Ball Deck Holder is a Pokemon GO Promo Pack if you ask.

Ditto is only in the Pokémon go packs, and they’re extremely rare. It took me over $300 worth of pogo cards to find a ditto. You can also tell it’s a ditto since it’ll have a ditto icon in the corner.

"Promo packs" don't exist in English for Pokemon GO. They stock promotional products with regular packs, and you just got unlucky. Nine packs is a tiny sample size and Ditto cards are relatively rare --- not getting one is perfectly standard.
