How does electro drift trigger rough skin?

I'm fighting a garchomp tera raid and it has ha. My miraidon uses electro drift and it triggers rough skin. But electro drift doesn't make contact. How was rough skin triggered?

just because a move is a special move, doesn't necessarily mean that it can't make contact. :)
