Yes the Mew Glitch is a special circumstance of the Trainer Fly/Teleport glitch or the "Ditto" glitch. The following link: Hexidecimal List details all the Hexidecimal values for Generation 1 Pokémon. Now when performing the Trainer glitch, the game uses the Special Stat of the last Pokémon encountered. That Special Stat is then used to spawn Pokémon from that Hexidecimal list. If a Trainer's final Pokémon has a Special Stat that matches the Pokémon you want to spawn, then you're all set. That's why it's known as the "Mew" glitch because two Trainers in Red/Blue/Yellow have Pokémon with a Special Stat of 21 or Mew's Hexidecimal value. If a Trainer's final Pokémon doesn't match the Special Stat of the Pokémon you want to spawn, then you have to take an extra step by involving Ditto. Ditto transforms into the Pokémon you have out on the Battlefield and takes on its stats. Meaning if you want to force a certain Pokémon to spawn, then your Pokémon's Special Stat has to match. Once Ditto transforms and takes on the Special Stat, you run from battle and promptly return to the area where you initiated the Trainer glitch and promptly spawn the Pokémon you want to catch. Any Pokémon in the game can be spawned this way and via Ditto can be done as many times as you have Trainers to battle.
Do note that the Trainer glitch is also the Duplicate item glitch. To Duplicate items, you need a Pokémon with a Special Stat of 182-184. Then simply have Ditto copy it and then spawn the corresponding encounter to duplicate the item in the 6th item slot. Great way to get lots of TM's, Rare Candies and EV items.
