I'm playing through Ultra Moon and I'm considering hunting the Ash Cap Pikachu. However, I haven't registered a Pikachu into my Pokedex, so I'm wondering if the shiny symbol will show when I register it into my Pokedex.

No reason for it not to. The Pokemon is still flagged as shiny even if there's not a different model for it.

Yes. A Pokédex will record location data, cry, category, and appearance (Variations in gender, other forms, shinies) for a Pokémon you have seen. You only need to catch it for getting Pokedex entries and footprints in games that have those. Since you need the data of Form/shiny changes, making a Pokémon appear in battle is only enough.
