Should be self explanatory. Asking before I spend a stupid amount of money on a Pokémon Themed 2DS, rather than the games themself. Would be cool if they came with a cartridge.
As you can clearly see at this point in this video, the box clearly says "Pokemon Yellow Pre-Installed" and the person immediately starts to play Yellow after the unboxing. So yes, they come pre downloaded with it.
