Which Fire-Types don't learn flamethrower?

Just popped into my head. Are there any Fire Pokémon that don't learn Flamethrower? Alternate forms are included.

In Gen 9, the only Fire type Pokemon to not have Flamethrower are Ogerpon Hearthflame and Oricorio Baile style. So yes, both alternate forms.

Source: Comparing the list of a available Fire types in Gen 9 with the list of Fire types that learn Flamethrower. It's possible I may have missed a few but I'm fairly sure I didn't.
