Conclusion at the end + Movesets if you don't want to read all this.

Availability:

Scrafty is only available in Sword through regular playthrough without trading, so if you want to use it in Shield, you'll have to trade for it. In Sword, Scrafty can be obtained by evolving Scraggy, which can be earliest found in the mine near Hulbury (correct me if I'm wrong) at around level 22. In terms of evolution, Scraggy evolves at level 39, meaning you'll have to level up approximately 17 times to evolve it.

Bewear is available in both games, and can be found earliest at Route 5 at around level 20. In terms of evolution, Bewear evolves at level 27, so you'll have to level up approximately 7 times to evolve it.

In terms of availability, Bewear is better, as it is found earlier than Scraggy, evolves faster when it is obtained and is available in both games.

Stats:

Scrafty has a BST of 488, with its highest stats being a respectable 115 in each of its defenses. Attack-wise, it has a decent 90 attack, which is alright for in-game purposes. Due to the high bulk, low speed isn't too much of a problem, however 58 speed still isn't ideal for in-game.

Bewear has a BST of 500, with its highest stat being a great 125 in attack, and an also great 120 in hp. 80 defense is alright for in game purposes because of the massive hp, but 60 special defense leaves a bit do be desired. The same can be said about its equally mediocre speed stat.

In terms of stats, not only does Bewear have a higher BST, but in my opinion, a better in-game stat spread, due to playthroughs generally being about hitting as hard as possible, and since Bewear has a higher attack stat by 35 points, its clear who's going to hit harder.

Type:

Scrafty is Dark/Fighting type, meaning it is strong against the following:

Allister's gym (Scraggy; If you're in Shield)
Gordie/Melony's gym
Piers' gym
Half of Raihan's team

It should be noted, however, that Scrafty is incredibly weak to Opal's gym and Bede, and if playing Sword, you're weak to Bea instead of good against Allister.

Bewear is a Normal/Fighting type, meaning it's good against:

Allister's gym (immunity; if you're in Shield)
Gordie/Melony's gym
Piers' gym
Half of Raihan's team

Bewear is weak to Opal and Bede, however not as much as Scrafty. It's also weak to Bea, should you be playing Sword.

In terms of typing, Scrafty has a better offensive type, but Bewear has a slight edge with the gyms due to only being 2x weak to Opal, and not 4x.

Abilities:

Scrafty can have either Shed Skin or Moxie as an ability, with Intimidate being a hidden ability. All 3 are very good abilities. I'd suggest Moxie in-game if you're using Scrafty, since you can always use items to get rid of status effects if need be, and hidden abilities are a pain to get in playthroughs.

Bewear can have Fluffy or Klutz, with Unnerve being a hidden ability. Fluffy is the only useful in-game ability, but it's quite good on Bewear, essentially becoming a physical tank.

Ability-wise, Scrafty has much better abilities than Bewear.

Moves:

Scrafty gets a lot of good moves. For STAB, it gets Brick Break, Crunch and High Jump Kick by level up. For coverage, it gets the elemental punches, Iron Head, Zen Headbutt, Rock Slide and Poison Jab. For set up, Bulk Up is available, which gives Scrafty an overall solid movepool.

Bewear has a similarly good movepool. For STAB, it gets Thrash and Double Edge by level up, however both have negative effects, and with the removal of Return, the best normal STAB without side effects would probably be Strength. It also gets Hammer arm for Fighting STAB, or Close Combat/Brick Break if using TRs/TMs. For coverage, it gets Ice Punch, Thunder Punch, Rock Slide, Shadow Claw, Earthquake/High Horsepower, Iron Head, Darkest Lariat and Zen Headbutt. For set up, Bewear gets Bulk Up like Scrafty. However, it also gets Swords Dance, which can be extremely useful for breaking through bulky Pokemon, which makes it hit much harder than Scrafty combined with its superior attack.

Movepool wise Bewear has Earthquake which can be quite useful as a hard-hitting coverage move, and Swords Dance which lets it hit much harder, meaning that Bewear has better moves that Scrafty in that regard.

Conclusion:

In conclusion, although both are good enough for a playthrough team, I believe that Bewear is better simply because of how much better it is overall. Unless you really want Moxie as an ability, Bewear is better in the rest of the aspects.

Movesets for both would be:

Bewear @ anything
Ability: Fluffy
EVs: 100 HP / 100 Atk
Adamant Nature
- Brick Break/Hammer Arm/Close Combat
- Thrash/Strength
- Swords Dance/Bulk up
- Earthquake/High Horsepower

You may want to switch to HH for the Raihan battle, or if you know there's gonna be Grassy Terrain up.

Scrafty @ anything
Ability: Moxie
EVs: 100 Def / 100 Atk
Adamant Nature
- Bulk Up
- Crunch
- Brick Break/High Jump Kick/Close Combat
- Poison Jab/Iron head

If this answer is unsatisfactory, tell me and I'll edit/hide this.

Hope this helped.
