Why am I missing the Waterfall HM in BW2?

I've been playing through white 2 recently, I've been searching online and they keep saying N gives it to you at victory road. I went to N and he gave me dragon claw instead??? Just need help figuring where to find it.

N doesn't give Dragon Claw in any game, so I'm not entirely sure what your problem is. Check the obvious: you're playing White 2, not a ROM hack like Volt White 2? You're actually talking to N?

It should be impossible to miss Waterfall in BW2, as N interrupts you before you make it to the Badge Check Gates.

Waterfall grants access to the following areas: https://bulbapedia.bulbagarden.net/wiki/Waterfall_(obstacle)#Unova
It is not a requirement to access Black City.
I assume you haven't beaten the game yet? There's another Victory Road encounter with N after you enter the Hall of Fame, where he doesn't give you Waterfall... but he would've done so on your first meeting anyways. Have you checked your bag to ensure you don't have it?

A list of troubleshooting tips:

1. Check you're playing White 2 and not a ROM hack
2. Check your bag for Waterfall (HM07)
3. Confirm you talked to N at the Badge Check Gates --- you know you have if he's no longer there

This is essentially all you can do, as there's no way to miss HM07 in Black 2 and White 2. If you still don't have Waterfall after following these steps, you either need to check again or stop playing a bootleg copy of the game.
