Assuming this is singles, for a Dragon Dancer, you'll almost always want Substitute. U-Turn would defeat the entire purpose of setup. Plus, Substitute can potentially allow you a free turn to set up, though the AI usually isn't that smart. Between the two, Substitute would normally be the better option.
