The pokedex page says this:

but I can't find any that says the spawn rate is more than 1%. help.

I don't know the exact best location, but for starters, use an encounter power fire sandwich to boost the spawn rates of charcadet. Alternatively, you can reset for an outbreak.

Also, do you mean finding a charcadet or shiny hunting one?
I mean shiny hunting one. I haven't had an outbreak yet and I've been checking for a long time. I know how shiny hunting works, too, but I was just wondering if there was a specific spot that I didn't know about where it was easy to find. Thanks!
Oh yeah no charcadet can be annoying to hunt without a sandwich or outbreak. Encounter Power fire is your best bet, but if you have Herba Mystica, using that for an encounter power sandwich will make resetting for an outbreak a lot easier.
