I've seen some Pokemon videos on youtube where their playing an older game, like ruby sapphire or black and white, and they have Pokemon from newer games in them with full sprite work and the whole kit and kaboodle. Like there's mimikyu and gholdengo, seemingly the entire national dex. Is there a mod out there for this or is this something commissioned for a youtube video?

What you’ve been seeing are called “romhacks”, basically custom fanmade games. They aren’t official Pokemon games.

The details of it we can only speak about limited due to it being outside of the scope of the website

Nintendo sometimes releases official remakes, which add new Pokemon to the original game's Pokemon, region, and characters. However, these always have updated graphics and game mechanics. If you see a game that has new Pokemon and looks like pixel art, that's a ROM hack, which is a fan-made game made by editing another game's ROM. (it could also be made from scratch with a regular game engine, not strictly a ROM hack, but the point is that it's fan-made)

Because ROM hacks are extremely illegal and dangerous and you need to buy 60 copies of Pokemon Violet (with 25% tip) every day to keep the Nintendo developers fed and housed, you should definitely not read more about them, talk to their creators or fans, or worse, play them yourself. Avoid these websites and do not click the links under any circumstances
