Why didn't I get dive hm?

Question

In Pokemon white 2 serebii says you get dive from hugh in undella town but he didn't give it to me and just fought me instead so I'm here asking why I didn't get it

- Did you beat the E4?
- Did you win against Hugh?
- are you on Emulator?
- Try going up to the gate one more time (this is to rule out accidently not saving after fighting him)

Can you show us a video of you battling Hugh and not having the HM in your bag?

The most likely answer is that you beat Hugh when you first arrived in Undella Town. He will only give you Dive when you defeat him after you enter the Hall of Fame. You'll have to complete the rest of the game, come back, and win against his improved team before you'll get the HM.
