What Pokemon learnt Parting Shot in Gen 6?

Question

I was just checking the Parting Shot page to see if any Pranksters other than Grimmsnarl get it (they don't) and I saw it was introduced in Gen 6. Gen 6 is X&Y. The earliest introduced Pokemon that learns it are Alolan Meowth + Persian and Litten. They were introduced in Sun & Moon.
Did they just not have anyone who could learn it and have it be a redundant move in the code (which is very unlikely), is it a mistake in DB, or another reason. Thanks!

In gen 6, Parting Shot was the signature move of Pancham and Pangoro.

pancham and pangoro’s x/y movepools here do say that they learn parting shot and level 45 and 48 respectively. pancham and pangoro wouldn’t be listed among the pokemon that can learn parting shot on the parting shot page, as the move pages are up to date with the most recent game, and pancham and pangoro aren’t in s/v.
