I remember catching a decent amount of shiny beldum in a previous event outbreak (one that had beldum in blueberry academy and hisuian sliggoo in Kitakami). I remember struggling for some beldum but catching a couple rather easily without weakening them (I used premier and luxury balls), and this was on a file that had significantly less captured Pokemon than my main file. However, today, it took a bunch of balls to catch a shiny beldum I found in my main file (I caught it by surprising it from behind, but I hadn't for the beldum back then). Neither times had used catching power.

So, was I just getting lucky with the beldum, or were there actually increased catching odds for the outbreak?

idk, mabye its just luck. i caught ting lu with a pokeball full hp.
I don’t think it does
If you mean the outbreaks with a golden symbol instead of red, I think they have boosted shiny odds but maybe it also has boosted catch rates.
For the record I do think it was just luck but I am still curious if outbreaks have had increased catch rates before.

YOU WERE JUST LUCKY

The Pokémon mass outbreak events of scarlet and violet did not increase catch rates. For your specific event, seribii said

The fifteenth Mass Outbreak Event focus on various Powerhouse Pokémon. In Paldea it will spawn Larvitar & Bagon. In Kitakami it will spawn Goomy & Hisuian Sliggoo, and in Terarium it will spawn Beldum. All of these Pokémon have a higher Shiny Chance and a higher chance of having the Charismatic Mark

Therefore you were just very lucky. I scanned the internet and couldn’t find ANYTHING about catch rates in event outbreaks, and I for one found it very difficult to catch the shiny beldums :(

Didn't see your answer, earlier. I think there would be something online if there was an increased catch rate, so it's highly likely there isn't. Thanks!
