If you have a Japanese Ditto and you breed it with anything, will that Egg have a better chance of hatching into a Shiny Pokemon?

Yes. This is called the Masuda Method. The chances of finding a shiny are 1/2048 instead of 1/8192 when the two Pokemon are from different language games. So assuming your game is American or European, a Japanese Ditto would increase the chances of the egg being shiny.

However, 1/2048 is still incredibly rare!
