How does Beat Up's variable base power interact with form changes such as Zero to Hero?

Question

Does beat up take Palafin's zero form or hero form when it hasnt transformed? What about when it transformed but hasn't been sent out yet?

beat up deals damage with palafins current attack stat.
I tried it on showdown and farigraf did double more damage when palafin was in hero than zero, so it uses palafins attacks stat in the form it is currently in:
