If a Pokemon holding convert cloak or white herb was hit with icy wind, would defiant activate?

It would not for Covert Cloak, as that prevents the stat drop.
However, it would for White Herb, as the herb just effectively gives a countering stat boost to the lowered one, and that means a stat would be dropped, activating Defiant.

The Covert cloak prevents the stat drops and so defiant would not activate.
However the white herb would still activate defiant since it does not prevent the stat drop, it just cures it after
