The moves I counted as speed control, roughly in descending order of usefulness, is as follows: Tailwind, Trick Room, Glaciate, Icy Wind, Electroweb, Thunder Wave, Scary Face, Low Sweep, Mud Shot, Rock Tomb.
Notably, I decided to exclude Bulldoze, since it can only be used as speed control when paired with specific partners. Let me know if you would like me to add Bulldoze to the list and revise the Pokémon below.

Pokémon are ordered by the "most useful" move that they have. While this list is somewhat subjective, I felt it would be helpful to have Pokemon more likely to be useful at the top, rather than mixing them in with Scary Face Eternatus.
