This is a kind of special MissingNo in gen 1
And what does bulbapedia say about these guys?

These Pokémon have no constant base stats, experience types or starting moves; instead they take this data from the last Pokémon in the party other than another special MissingNo.

But bulbapedia also says:

it will use the type of the Pokémon whose data was accessed last, just as it will share the leveling up learnset, base stats, and types of it.

So which one is it? Is it the last one used, or the last one is the party?

If it’s the last one in party then what if it’s the only one in the party? Or if it’s the last one?

If it’s the last one used then what if you only ever used special Missingno (like what if you started with one as your starter)

why would when you send it out affect it? if it's based on the pokemon in the last slot in the party, shouldnt the question be what happens if it's the only pokemon in the party?

considering the bulbapedia page you linked says " it will use the type of the Pokémon whose data was accessed last, just as it will share the leveling up learnset, base stats, and types of it." i would imagine it uses those of the last pokemon you used.
So it is the last one sent out? I’m confused…

UPDATE: I got an emulator and started Pokémon blue. Will answer this as soon as I can

IT USES THE DATA OF THE POKÉMON AT THE BOTTOM OF THE PARTY

It’s got a reversed sprite because of my Missingno that I am using.

MISSINGNO. when pidgey at Bottom of party

Not sure if you noticed but those 2 pics have the same stats and HP. This is because it’s such an unstable Pokémon, some data like HP or stats will sometimes Fail to load until a level up. The moves of the MISSINGNO. never change from swapping Pokémon from the last slot. My missingno still has bone club from when I caught it.
E.g: say I have a cubone in the last slot of the party. I then replace it with pidgey. It will always replace that ground type with normal/flying but sometimes it’s keeps the stats of the cubone resulting in a normal/flying type with bone club.
And it will keep it’s previous data if it is the only Pokémon is the party

what if it's the only pokemon in the party?
It will use the data of the last Pokémon that was in the last slot in the party. Or it will crash the game. Both have happened to me while testing this.
EDIT: the game crash is rare. It only happened once and Ive tested this lots

And I now know that the game crash was caused because I had accidentally left a certain GameShark code on so that would never happen in normal gameplay
