How will Pokemon champions pokedex work?

I mean they have the omni-ring which allows any kind of gimmick so can I have for example orbeetle with a meowscarada?

not a full answer but it's pretty much confirmed that more pokémon will be added to champions over time, so there's a chance that both meowscarada and orbeetle, for example, are available at the same time

From what it looks like in Reg M-A, and based on previous generation's regulations, I believe that, each new regulation, they will edit the Champions Pokedex, similar to SV's Regulations, where they add and remove Pokemon depending on what the format is.

This means that Game Freak will probably have a National Dex format at some point, it is just debatable when this will be, and whether they feel it is necessary.
