If Hydrapple is under half health, does it always go all out on Fickle Beam?

Fickle Beam always has a 30% chance to go all out. It is not affected by Hydrapple's HP.

Based off my experience with other games I’m inclined to say that this may have something to do with how the RNG seed works for Pokemon battles but that’s entirely speculation.
