Hurricane is a very powerful STAB move that never misses due to the rain (that you should hopefully have in your team if you're using this set), and will transform into Supersonic Skystrike with the Flynium Z item, useful if you need to nuke a specially defensive wall. Nasty Plot is the sweeper part of the set, doubling your SpA. Taunt allows you to not get Toxiced / Thunder Waved by walls such as Glowking and Ferrothorn. Focus Blast is sadly your best way of hitting Rock and Steel types that resist your STAB, since Heat Wave will be weakened by the rain. There are some other niche options such as Grass Knot and Weather Ball, but they are overall less useful.
This set pairs well with Swampert-Mega as both are common in rain and it can switch into a Grass/Neutral move and heal back with Regenerator later down the line, while also possibly threatening the enemy with big damage.
It also pairs well with Pelipper because it sets up the rain with Drizzle, which is the whole point of the set.
