I’m attempting to find a good hazards setter for a team, and I’m currently stuck using Archaludon as my rocks setter, which is a HORRIBLE idea because it makes me waste a turn I could attack, so I’m trying to find a better one.

Singles or doubles?
Is this for Reg M-B singles? What's wrong with Archaludon?
I’ve seen people use Garchomp and Hippowdon and they seem the best.
Doubles, also I want a fourth attack on Archaludon.
You don't really need a hazards setter in doubles.
It has been incredibly useful against sun teams, which I have seen a lot of.
Don’t use hazards in doubles. Doubles move way too fast to justify hazards. Also Arch should use 3 attacks protect because without protect you get forced to switch and lose your stamina and electro shot boosts.

Hazards setters are not as strong in doubles as they are in singles. Battles are much shorter and switches happen noticably less often.

Nonetheless, your best choice would be Kleavor. Stone Axe has been used as a counter to Mega Charizard Y and sets Stealth Rock at the same time. Kleavor also stands out as a Farigiraf counter, having a guaranteed OHKO against most common sets.

- Protect / U-Turn

There are two ways to run Kleavor depending on your team and the items you can give it. Focus Sash sets with Protect focus on giving Kleavor more survivability and making sure it can do whatever it needs to. Choice Scarf sets with U-Turn focus on outspeeding the opponent instead. Close Combat is also sometimes replaced with another move such as Feint, Tailwind, Night Slash, or even Aerial Ace depending on team needs.

If you wanted a hazard other than stealth rocks, Glimmora almost always runs the ability Toxic Debris, setting Toxic Spikes. Hisuian Samurott, just like Kleavor, has a two-in-one signature move that deals damage and sets regular spikes, although it is much less common than Kleavor or Glimmora.
