This is the set I want to use:

Haxorus @ Loaded Dice
Ability: Mold Breaker
Tera Type: Steel
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- First Impression
- Scale Shot
- Iron Head
- Swords Dance

Mold Breaker makes Haxorus a breaker that can use Swords Dance even against Unaware mons. Tera Steel as well as Iron Head flips the script on Ice and Fairy types. Tera Steel also resists other dragons. Loaded Dice Scale Shot allows for speed boosts in addition to attack boosts. First Impression is the best forth move for some occasional priority. I think this set can be viable in Gen 9 OU, but I do not have a good team / teammates for it.

Would have to be an offence or HO team that desperately needs a wincon against stall. Haxorus has a bad offensive type and is easy to revenge kill, so it's too inconsistent for balance and is probably outclassed overall. Also there's no way you don't run EQ/CC, getting walled by steel is unacceptable.
I'll swap out first impression for EQ.
Don't use Haxorus. This is not stallbreaking the moment you run into Corviknight, and outside of the stall matchup Haxorus is a terrible Pokemon outclassed by stronger set up sweepers such as Dragonite (it can use DD instead of both SD + Scale Shot or DD Dice and has a million better options from Roost, Encore and other coverage), Ceruledge, etc.  

However, if you insist on using it it's probably best on some HO cheese such as Screens or Webs. First Impression is pretty useless though you're better off putting coverage for Steel like Close Combat.
