What are the best counters to Mega Salamence in Pokemon champions regulation M-C VGC?

Question

With the newly announced regulation M-C for Pokemon champions, mega Salamence can be a huge issue to a large majority of Pokemon. What are some Pokemon that can easily counter it? Before you immediately mention ice types, lets ask, what ice type user? Should it be a different type like fairy? Do they prefer trick room, tailwind or do they not need a field condition? Please provide set descriptions and how they work.

Mega froslass is going to hard counter it because it outspeeds with Blizzard and can tank a hit from salamence. Mega Garchomp Z will probably also be good because it out speeds and can Ko with any dragon type attack.

Chomp Z could be good, a mixed fast sweeper. Mega lucario sucks, special fighting type.

I highly recommend Ninetales, but its Alolam Form. The salamance line (and mega) has a 4x weakness to ice, and the alolan ninetales is a very good ice type pokemon (ice/fairy) with good stats and typing

I found mega gardevoir + incineoar to be good as fake out can prevent the salamence from moving then pixilate hyper voice KOs

Ice types

• Mega Frosslass
  As pointed out by R-The-Great frosslass would destroy salamence by outspeeding and dealing 4x damage with Blizzard.
• (Mega) Baxcaliber
  I have seen some success with this guy, with coaching from Sneasler it can land a 4x Icicle crash and one shot salamence.
• Weavile
  This guy might also be good against the dragon due to high speed and attack. However anyone faster then him will one shot him unless he has focus sash.

Dragon Types

• Garchomp and Mega Garchomp Z
  Mega chomp Z can KO salamence with an extremely fast and powerful Draco meteor. If you want a more reliable option than a 90% accurate move then Dragon pulse is better. Normal chomp uses dragon claw.

• Salamence himself
  Dragon Claw the opposing salamence or if you’re feeling lucky outrage will probably kill.

Fairy Types

• Mega Floette
  With light of ruin Floette KOs him with pretty low risk because of dragon immunity.

• Alolan Ninetails
  Ninetails can be good being part ice for 4x damage and fairy for immunity.

• Mega Gardevoir
  She melts salamence if she can land a hit with Moonblast or Pixelated hyper voice.
