Why is Thievul in OU in regulation M-C?

Question

i don't see a single reason why it is there, stakeout maybe? first impression, beat up, and quick guard are the only moves that stand out - its not even that fast or bulky with a BST of 455.

i would imagine that its because the format just came out, and thievul just got added to champions(i think) so theres not enough data for there to be a viability ranking, given some time it would probably drop to uu
