You can find Flash Cannon in Twist Mountain, On the lowest cave, east of the Ice Rock.
The Flash Cannon TM is on the ground on the lowest floor of Twist Mountain. This does not require any HMs, so the only requirement is to first defeat the Mistralton City Gym to gain access to Twist Mountain.
