Does the space countdown do anything in Pokemon Emerald?

Ive heard that when the space counter reaches 100 you can catch a special Pokemon. Is this true

There is no way to obtain a Jirachi (or any other "special Pokemon") in Generation III without external means. The Mossdeep Space Center has been a hotbed of myths since its introduction, and this instance is no exception.

Only in Japanese versions of emerald. Then you can ride the rocket to catch a Jirachi.
