Mods: please dont hide this. I thought it was a great question and took an hour or so to answer.

Only 6 of these were produced. CoroCoro magazine ran a competition for children to design a Pokemon Card. The six winners received one of these superb Holofoil trophy cards.
The card text says:

We certify that your illustration is
an excellent entry in the Pokémon Card
Game Illustration Contest. Therefore,
we state that you are an Officially
Authorized Pokémon Card Illustrator
and admire your skill.

ALso, Too add to Ninjas Answer, there are cards that are given only to the winners of the years TCG tournament. They either make one card and give it to all of them, or decide on a different card for each winner,and those are the only copy(ies)(Can't remember XD).
