Um about little cup Pokemon?

Yeah I'm not all the way sure. So are (Little-Cup) just small Pokemon? I just want a definition on what are little cup Pokemon Are?

Little cup pokemon are First evolution pokemon.

These Pokemon are banned in Little Cup: Scyther, Sneasel, Aron, Murkrow, Yanma, Misdreavus, Carvhanna, Gligar, Meditite, Ferroseed, Scraggy, and Tangela.

Can I say that Murkrow, Misdreavus, Ferroseed and Scraggy are unbanned now in the Little Cup. It's unlikely that Scyther and Sneasel will ever be unbanned, though, because they are so overpowered when it comes to one hit KO-ing Pokemon.
