Do I need the National Dex to get into the Survival and Resort Areas?

I am confused on this topic, it is in Platinum

You must see all 210 pokemon in the Sinnoh pokedex. You then go to Prof. Rowan for the national dex.
You only need to see them not catch them.
Once u obtain the national dex u will be able to enter the Survival and Resort areas
