Sometimes, Pokemon just don't show up. It happened to me quite a few times. You also don't have to activate the tree, so you can do the Island of Dreams as many times as you like, just be aware that the amount of Pokemon you'll have to choose from may grow quite a bit. Think of the fact you haven't come across any as a blessing, because it'll allow you to get more berries and items. All which add to your points.
