I'm leaving this question open because it's not very easy to use this site's Pokedex to confirm that Regieleki is a legendary Pokemon.

Well Deoxys Normal and Deoxys Attack have 150 which is the next highest but not counting any Deoxys.
Mewtwo at base 130. Meloetta (Pirouette) is a close second at base 128.

with the introduction of the crown tundra it is now regieleki with 200 base speed
