In Explorers of Time/Sky/Darkness, what Pokemon are eligible for the IQ Skill "Bodyguard," and how do I get it?

I have a Totodile with it and I have seen others have it like Koffing so how do I give it to my Electrode, or can't it learn it? It is the IQ skill that shields a friend in the critical zone of HP.

All Pokemon in the B, H, and E IQ groups can have Body Guard.
