Ive checked all two of the move tutors and none could teach it signal beam. It says on its page tjat thats where to learn it.
It can learn it through the move tutor up in the suvival area after beeting the pokemon leuge. I beleive you need rock climb to get there and i think you trade shards in exchange for the moves. source
