I am trying to get a modest Pichu, I guess, that has a hidden power talent for water and can inherit Signal Beam and Thunderbolt because I can't access either TM/BP thing right now.
The Pikachu line can't learn Thunderbolt or Signal Beam via breeding. The only way for them to get Signal Beam is via Move Tutor. The only way for them to get Thunderbolt is either via level up (Pikachu at lvl 21) or TM.
