Can you beat Emerald if your game battery ran dry?

I'm trying to go to sootopolis city or how ever you spell it and i'm trying to see the fight between kyogre and groudon but I think it's a time based event and can't get down there.

Yes you can.
Time based events like berry picking, evolving into Espeon/Umbreon, the lottery, and the free giving away of berries cannot be done.

then could you explain how to get to sootopolis city because i've been underwater in the right place bu i'm not sure how to get above ground once i go in the underwater cave left of mossdeep city
