Do a Pokemon's IVs begin to show actual amounts when reached a certain level, or are the distributed randomly as your Pokemon levels up (like EVs)?

^ The question was too long, so here is the full question.

So like the question title says, will a Pokemon's IVs be distributed and clearly shown when they reach a certain level or is it distributed randomly as they level up?

Example: So obviously it is nearly impossible to tell a Pokemon's IVs at Level 1, where there are only minor differences in stats by 1 or 2, but when they reach higher levels (lets say Lv. 30) it will begin to show more specific differences in stats between the two Pokemon. Let's say I have two Lv. 1 Axew with Attack stats of 4 and 5, both Adamant nature.
Say when they reach Lv. 30 (with absolutely 0 EVs) their attack stats reach 66 and 69.

Given the two amounts, is it absolute that the second Axew (with 69 Attack) will have higher IVs then the first Axew (with 66 Attack)?

And is this a reliable way to count on without leveling them further?

  • I am talking about IV gain such as EV gain through levels, but asking for the earliest level growth where it will become a clear difference when comparing two of the same Pokemon with different IVs.

This isn't going to answer your question, well maybe, but you can check their IVs whenever using an IV calculator.
Was going to put this as an answer but was scared to get downvoted. Hope this helped at least a little bit.
Do you mean when they actually look like they appear? I can test this. Or do you mean when can you actually see all 31 IVs?
Thanks SuperGengarMan, but I don't really need a calculator.

And my question was not when all 31 IVs are shown stat-wise, but when is it obvious that one Pokemon has higher IVs than the other, with same nature and 0 EVs.
So if one Pokemon had 66 Attack, and one Pokemon had 69 in Attack, would it be obvious that the one with 69 Attack had higher IVs than the one with 66? (Because all IVs may not be shown) (I was also curious if its possible that the one with 66 Attack would have higher Attack IVs than the one with 69 Attack if IVs were distributed throughout level ups.)

I went on PO, and selected 2 Axew on the teambuilder.
I made one of them have 30 IVs in Atk, and the other one have 31 IVs in Atk. Both had Hardy Nature, and had NO EVs.
I set them both at Level 1, and started to level them up. Here's the results:

Key- Bold: Level, Plain text: Attack Stat

Axew #1: 31 IVs

From this test, I will now conclude that the IVs are like EVs: They accumulate over time. Level 20 is where this one shows up. But, Not all situations will be like this. Some will show at Level 1. For example:

Axew#3: 12 IVs
1 6

While the Axew#1 and #2 have 7 Atk stat, we see here that this one has 6, indicating a lower IV from level one.

In conclusion, IVs can differentiate in a variety of levels, and accumulate over time.

I will also include IV stats for the Axews from Level 30-100.
Axew #1: 31 IVs

We can see here that IVs are shown at higher levels, Level 40 being the case.

So going back to one of my previous questions, it IS NOT 100% that the 69 Atk Axew has more than the 66 Atk Axew, and has a chance of actually having more Atk in the end at Lv. 100 (although it looks a little clear that IVs are pretty steady when it comes to comparison during level ups)?
It isn't 100%. Look back at the calculations. As you can see, At Level 20, you can see that the Axew clearly have an IV difference. But in Level 30, they have the same Atk stat. The higher the level, the more positive you can be sure about IVs.
