What exactly does Will-O-Wisp do?

Does Will-O-Wisp inflict a burn that does more damage each turn like Toxic? I just tested it out and it doesn't seem like it does, but I always thought otherwise.

My guide says this:burns opponet. Since I believe my guide I would say it just burns.

Sometimes it sais unofficial I think. I don't know, but some have better pokemon information than others.

I didnt think so. It says here: http://pokemondb.net/move/will-o-wisp
While in Toxic, it just says, Causes poison that doubles in damage each turn.
