Can there be more than one weather effect at once like Rain and Harsh Sun?

Not normally, no. But it is possible via a glitch in Platinum/HeartGold/SoulSilver.

Basically, the Pokemon that enters last in the Battle is the one to set the Weather. This also occurs in Double and Triple Battles, although Weather is banned in that situation.
