TM Flash can be found in Castlelia City Alleyway

Once you reach Castelia City (after Pinwheel Forest) you can get the TM for flash from an NPC hiding behind a dumpster in a specific alleyway in the city. More specifically, it's the 2nd alleyway when going left from the Pokecenter.
