Confusion between Human-Like and Undiscovered egg groups

how is it that ( Tyogue, Smoochum, Mime Jr., Happiny, Munchlax, Riolu, Victini, Meloetta ) not egg group of Human-Like they kind of look sort of like humans

Because they are Baby Pokemon. Think of it as they are not fully developed to breed, like regular humans.

The only legendary pokemon that can breed is Manaphy. It makes the pokemon Phione, which cannot evolve btw. Other Legendaries cannot breed whatsoever.
