Belue berry is acting up, what's going on?

In Sapphire, I have been planting Belue berries to max out one of my Pokemon's tough stat for a contest. However, whenever I plant one, I only get a single berry back! I have just one Belue, so this won't help me at all. Is it a glitch, or do I need to water it a lot?

Nope, nothing acting up that's how the belue berry works.

A Belue Berry will mature from a planted seed to a full-grown,
fruit-bearing tree in 72 hours, with 18 hours per stage. A Belue tree
will yield 1-2 berries- Bulbapedia

You see there is nothing wrong with it only that you need to plant lots of Belue Berries to max out your tough stat.
