What HM can pokemon learn the most of

im having a tournament with my friend and trying to get a step ahead by predicting what HM can be learned the most of. Just incase you don't get this question i mean like the number of pokemon that can learn a certain HM. Note: this is in Black

Ok you wanted a answer with the exact number and a source so if i used Our moveset searcher correctlly and counted correctly the exact number is 317 pokemon that learn strength.

Thanks lol, i just counted the number down the right side(excluding the odd pokemon) then tripple checked and x by 4 and then add 1.
