How do you get Marill to appear in Mt. Mortar?

I've been searching for hours now and not a single one has popped up.

In HeartGold and SoulSilver, Marill has a 1% chance to appear on any given cave tile encounter in Mt. Mortar's 1F entrance. After the player receives the National Pokedex, they can tune in to Professor Oak's Pokémon Talk on station 2 to be informed of any mass outbreaks. Should Professor Oak mention Marill, it will appear at a 40% encounter rate for a limited time.

You need to have Professor Oak says that Marill appear in Mt. Mortar. Then, Surf on the water. Walking in the cave works too. It is VERY rare.
